Work to improve the legal status of the Commissioner continues

On March 24, a meeting of the working group of the Federation Council Committee on Rules and Organization of Parliamentary Activities was held, dedicated to improving the legal regulation of the activities of the Commissioner for Human Rights in the Russian Federation.

During the meeting, the participants of the working group considered a number of fundamental innovations in the Federal Constitutional Law «On the Commissioner for Human Rights in the Russian Federation».

According to Tatyana Moskalkova, it is necessary to extend the set of competencies of the Ombudsman to the actions of the decisions of the heads of non-state bodies. They also require specifying the provisions on the participation of the Commissioner in protecting the rights and interests of Russian citizens abroad. In the context of Russophobia, this topic becomes especially acute.

Other points of growth include: expanding the accessibility of the institute to citizens, ensuring the transparency of the complaints process, and increasing the role of the Commissioner in the formation of public monitoring commissions.

According to the Federal Ombudsman, after Russia’s withdrawal from the Council of Europe, new legal mechanisms will not only compensate for the consequences, but will also increase the role of our human rights institutions in respecting the rights of people in places of detention.

According to Ekaterina Altabayeva, Deputy Chairman of the Federation Council Committee on Science, Education and Culture, the more perfect the law on the Commissioner, the better the protection of human rights, especially in the current political situation. «We see on the example of the states bordering on us what it is like when there is no system for protecting human rights," said Ekaterina Altabaeva.
