The question became a key issue discussed on 23 April at the meeting of Russian human rights defenders chaired by Ella Pamfilova.

On the grounds of public appeals the Commissioner requested the Federal Migration Service to introduce into the temporary identity card the data on the passport being replaced or renewed. The authority responded positively and now the temporary card holders avoid a problems connected with the lack of passport data.

On 13 April the sanctioned rally ‘March of Truth’ was held, where representatives of the Russian Human Rights Commissioner acted as observers. No violations on the part of police, organisers or participants in the public event were observed

On 6 March 2014 a hearing was held in relation to constitutionality of some provisions of the law on public associations and non-commercial organisations. The Court rendered the provisions of the law on non-commercial organisations and the Administrative Offences Code in dispute noncontroversial to the Constitution of the Russian Federation. However, the stipulated fines for individuals and legal entities were found unconstitutional.
