Dialogue with High Commissioner. Protection of medical and social rights

Different situations happen in our life. When we need the help of people who have taken the Hippocratic oath, we rely on their attention and understanding, and this is natural. And it is really scary to end up in a state of helplessness.

Resident of the Krasnodar Region M. complained to me about the inadequate quality of medical service provided to her when performing surgical treatment in a residential medical institution, which subsequently led to a deterioration in her state of health.

According to the applicant, she underwent a planned operation, but the recovery period was accompanied by serious complications and required repeated surgical manipulations. As a result of the incorrect actions of the attending physician, cosmetic defects emerged on M.’s body.

Having examined the materials of the application, I sent an appeal to the Ministry of Health of the Krasnodar Region with a request to take the necessary measures to restore the violated rights of the woman.

According to the response received, the Ministry, in cooperation with a subject matter expert, conducted an unscheduled audit of the provision of medical care to M. in the Armavir Oncology Dispensary.

The expert concluded that the provision of medical treatment to M. did not comply with clinical recommendations and the requirements of documents regulating professional training of a specialist and the maintenance of medical records was not established.

As a result, the regional Ministry of Health sent an order to the head doctor of the Armavir Oncology Dispensary to eliminate the violations. She still has the right to go to court.

Unfortunately, such cases are not uncommon. At the end of March I was approached by a disabled person in the first group K. living in Moscow with a complaint about the refusal to provide her with medical care at home.

In 2015, she was seriously injured, after which she could not move independently. More than six months ago, K. called a dictor but no one provided medical assistance to her, which led to a deterioration in health.

Having read the complaint, I sent a request to the Moscow Department of Health.

The information stated in K.'s complaint was confirmed. The employee guilty of the incident was disciplined. The woman was offered an apology and a home-based doctors’ consultation (neurologist, ophthalmologist, orthopedist-traumatologist) was organized.

I hope that responsiveness and compassion will be beyond any circumstances.
