High Commissioner defended political rights of minors

On March 26, the media published a report on the rights violation of minors during a preventive activity at the S. I. Mosin Sestroretsk Lyceum in St. Petersburg.

This information had a great public resonance, and on April 6, High Commissioner for Human Rights in the Russian Federation Tatiana Moskalkova sent a request to the St. Petersburg prosecutor’s office.

According to the response, on March 24, officers of OMVD and the Ministry of Internal Affairs of Russia for St. Petersburg and the Leningrad Region conducted a preventive activity in the Lyceum within the framework of the all-Russian anti-drug action "Report where they sell death". The action was aimed at determining the risk of involving schoolchildren and students in illicit drugs trafficking.

The police officer violated the norm prohibiting degrading treatment, and lined up students in the corridor of the Lyceum facing the wall. In addition, the Civil Code of the Russian Federation prohibits the publication and use of a citizen’s image without her\his consent, but nevertheless photos from the preventive action were posted on the official website of the law enforcement agency.

Basing on the inspection results, the prosecutor’s office applied to the head of the police department and the director of the Lyceum with a demand to eliminate the committed violations and to bring the guilty officials to justice.

Thus, the rights of 21 minors were protected.
