The High Commissioner received a complaint of a Rostov-on-Don resident who alleged that she had been refused registration at her place of residence.

Her letter stated that the refusal was unreasonable and unsubstantiated. The woman had been permanently living in the apartment, taking care of her old parents. The petitioner also had a court order as of September 2015 acknowledging her right to be duly registered at the dwelling.

However, not only she was refused registration, but also she was accused of an administrative offence and fined 3 ths roubles (almost 50 USD). The authorities charged her with the lack of registration during her long-term residence in the apartment.

The High Commissioner addressed her counterpart in Rostov Region with a request to assist the petitioner and solve the problem. The regional Commissioner reported that the petitioner had been registered at her place of residence within three days.
