Housing rights of woman previously qualified as orphan restored

On 18 December 2015, with assistance of the High Commissioner for Human Rights in Russia, housing rights of a resident of the Republic of Adygea were restored. The petitioner, having been previously qualified as a person belonging to the category of orphans and children left without parental care, informed the High Commissioner’s Office of the success in her letter of gratitude.

In March 2015, the High Commissioner addressed the Administration of the Republic of Adygea and the republican Prosecutor’s Office in connection with the fact that in violation of the current laws, for a long period of time the competent authorities had been failing to provide Ms M. with a dwelling.

The year before last, by order of the Ministry of Education and Science of the Republic of Adygea Ms M. was put onto the waiting list of persons subject to provision with comfortable housing from the specialised housing fund.

As a consequence of the High Commissioner’s request, on 9 April 2015 the Republic of Adygea Prosecutor’s Office issued a remedial action order to the Minister of Construction, Transport, Housing and Utilities, and Roads to eliminate the violation of the current legislation.

In addition, the prosecution bodies enforced their control over execution of state duties by the local authorities. The taken measures facilitated the activity of the competent authorities as regards the implementation of the housing rights of children qualified as orphans.

To form the specialised housing fund, the Maykop City Administration acquired 109 apartments. The petitioner was provided with a one-room apartment under a residential lease contract.
