The Head of the Biryulevo Zapadnoe District of Moscow explained that the ramp could not be installed due to the lack of a technical possibility for that.
On 19 March 2015, the High Commissioner requested the Chertanovo Interdistrict Prosecutor’s Office and the Housing and Utilities Control Inspectorate to remedy the breach of the Moscow Law On Provision of the Disabled with Free Access to Social, Transportation, and Engineering Facilities in Moscow.
For more than a year the High Commissioner applied efforts to have a folding ramp installed in the building. Multiple requests were sent for that purpose to the officials of the inspectorate and the management company of the building.
The terms had been being postponed and only in February 2016, after another request, the High Commissioner’s Office received a confirmation that the ramp would be installed.
