Ombudsmen of Russia and Armenia discussed protection of human rights during coronavirus pandemic

On March 31, High Commissioner for Human Rights in the Russian Federation Tatiana Moskalkova held a meeting with Human Rights Defender of the Republic of Armenia Arman Tatoyan via videoconference.

During the conversation, the Ombudspersons of Russia and Armenia discussed human rights issues in the context of countering the spread of a new coronavirus infection.

The exchange of experience has indicated that there are a number of similar situations in Russia and Armenia today that require special attention to ensuring citizens’ rights to health care, salaries and benefits during self-isolation, the rights of migrants in temporary detention centers and the rights of persons subject to expulsion, and other socially vulnerable categories of citizens.

Tatiana Moskalkova and Arman Tatoyan also emphasized the increasing role of human rights education in response to the introduction of new legislative mechanisms for combating coronavirus.

At the end of the conversation, Arman Tatoyan expressed gratitude to the Russian Ombudswoman and the Commissioner for Human Rights in the Republic of Bashkortostan for the assistance provided to the Armenian family to return to Yerevan after the border closure. Children aged 9 and 15 years were left alone in Ufa while their parents were in Yerevan. A mechanism for their return home is being developed.

Tatiana Moskalkova and Arman Tatoyan expressed hope that the issue will soon be resolved positively thanks to the human rights diplomacy and the assistance of the competent state bodies of Russia and Armenia.
