On 13 March, the case of Ms D., mother of many children, having caused public outcry and taken under personal control of the Commissioner for Human Rights in Russia has been closed. The woman has been cleared of all the charges of treason in favour of Ukraine for the lack of the constituent elements of offence.

President signed law on exclusion of NGOs from foreign agents' registry

On 8 March, President of the Russian Federation Vladimir Putin signed the law regulating the procedure of exclusion of  non-commercial  organisations (NGOs) from the foreign agents’ registry. Earlier, Commissioner for Human Rights in Russia Ella Pamfilova had repeatedly brought up the need of developing the procedure to strike an NGO off from the registry of foreign agents.

Constitutional Court decision on collective complaint from NGOs

On 17 February 2015, the Constitutional Court of the Russian Federation declared a provision of the Federal Law On the Prosecutor’s Office of the Russian Federation unconstitutional, since it lacked time limits for implementation of inspector’s requirements. The case was initiated on the grounds of a collective complaint from  non-governmental  organisations listed by the Ministry of Justice as international agents.

In September 2014, Commissioner for Human Rights in Russia Ella Pamfilova sent an official letter to Chairman of the State Duma Sergey Naryshkin with a request to represent the draft law for consideration of the lower chamber of parliament in the first reading. The draft law had been earlier prepared by member of parliament Pavel Krasheninnikov and remained in the State Duma since 2008.
